According to a story from Kotaku, Twitch went on a purge back in November in 2015 and removed all licensed music and sound impacts. Its become so bad that yesterdays Metallica show during BlizzCon was replaced with generic audio.

Throughout BlizzCon Online this weekend, Blizzard announced (and released) a three-in-one retro selection consisted of The Lost Vikings, Rock N Roll Racing and Blackthorne.
Just days after the launch of the Blizzard Arcade Collection, Blizzards Adam Fletcher has provided a warning about streaming Rock N Roll Racing on platforms such as Twitch. The licensed soundtrack in this particular video game is unclear for streaming, indicating strikes will likely be dispensed if its not switched off.
